State Issues of Concern


Priority Issues of Opposition:


1.  Universal Pre-kindergarten:  any effort to advance UPK.  The Governor’s Office will most likely be presenting a ‘Universal Pre-School Bill’ and the SDFPC will continue to play defense in endeavoring to block that effort!

a.       No public demand for Universal PreKindergarten.
b.      $15,000 per child to replicate Perry Study (A pro-universal pre-K study, that targeted low income, disadvantaged, and children with low IQ).
c.      No study is available for children outside the demographic in (b) replicating the results of Perry.
d.   Studies indicate negative effects from large institutional pre-kindergarten/day-care environments.
e.      Our national testing for 4th grade students tests HIGHER compared to countries that mandate pre-kindergarten.
f.       Focus on secondary education!
g.        This is a BIG government approach to something that is not a problem.

2.  Embryonic Stem Cell Research: any effort to undermine current law.

a.       An ‘Embryonic Stem Cell Bill’ to loosen up our law may well surface in this year’s Legislative Session and the SDFPC will play defense in endeavoring to block that effort!
b.      Recently the chief researcher who cloned Dolly pulled off and out of all embryonic stem cell research because he says it has no promise.
c.       Current score in benefits to human patients:  #73...Adult Stem Cell; #0…Embryonic Stem Cell.

3.  Any Planned Parenthood sponsored bill

Planned Parenthood legislation from past sessions:

a.       Forcing health care facilities to offer “emergency contraception” to victims of sexual assault;
b.      Providing Planned-Parenthood-style sex education to students;
c.       Removing the “conscience clause “ in our current law that protects pharmacists who as a matter of conscience do not want to fulfill a prescription that would lead to an abortion, and
d.      Forcing insurance companies to cover contraceptives.

Priority Issues of Support:


1.  Adoption:  Putative Father Registry to facilitate more adoptions for waiting families.

2.  Education:  Amending current law to allow Colleges to offer degrees if they are “in the process” of getting an accreditation.

a.       Legislation will amend our current SD law allowing colleges to offer degrees if they are “in the process” of getting an accredition.
