Sitting here in the balcony at the State Capitol.  We're waiting for Governor Rounds to come out for his Second Budget address.  Speaking to people in the halls there is most certainly anxiety at the proposed cuts which are anticipated to be delievered. 

Speaking to a couple friends that drove several hours to be here, "It's historic to be here."  Each declared, "Government being cut."
